L3 Is Just the Starting Line for China's AI-Agent Phones

Eleven mobile devices cleared the first batch of China's national AI-terminal intelligence grading tests in July, including nine smartphones from Huawei, Motorola, Honor, vivo, OPPO, Xiaomi and Stepfun. Vendors are calling L3 the highest level, but the real bottleneck for L4 is not model capability.
