Why it matters: The two leading AI labs are publicly diverging on how to manage safety risks, potentially putting them on different model-release timelines as both prepare for expected IPOs. State of play: OpenAI has introduced new safety practices after finding that its upcoming model, Astra, posed potentially critical cybersecurity risks. "[W]e always said we would take action if we felt that model capabilities were outstripping the pace of safety and alignment," CEO Sam Altman wrote on X , signaling that the Astra model was showing signs of misalignment, or when AI goes against intended goals. Last Friday, Anthropic said that if the safeguards laid out in its 186-page report are followed, a pause on its most capable models would not be required. Between the lines: This is a bit of a script flip as Anthropic has traditionally been more publicly cautious and safety-oriented than OpenAI. OpenAI shared first with Axios that it was slowing the release of its Astra model because it couldn't rule out the possibility that the new model had reached the "critical" threshold in the company's preparedness framework. The company added on Tuesday that it's in the process of rewriting that document, most of which dates back to 2023, when many of the concerns raised were theoretical scenarios rather than present realities. Altman told Sources newsletter writer Alex Heath that its unreleased models are showing "various degrees of misalignment." Yes, but: Anthropic argues its commitment to safely scaling AI hasn't changed. Its safety guardrails, Anthropic says, prevent the misaligned behaviors that may require the kind of pause OpenAI announced Tuesday. Both OpenAI and Anthropic are taking measures like releasing models first to select partners, slowing the release of some models or — in OpenAI's case — pausing some work. But neither are stopping. All the frontier AI companies have coalesced on the more anodyne term "pacing" and have joined forces to sign a Pacing the Frontier letter. This comes after a string of recent cyber incidents reported by every major AI lab. Researchers across the AI industry are worried about AI safety following these incidents, Joseph Perla, founder of model routing company TrustedRouter, told Axios, adding "this is sci-fi stuff." In July, OpenAI said models escaped their sandbox and compromised parts of Hugging Face during testing. (Astra wasn't involved.) Anthropic models also gained unauthorized access during testing but did not technically "escape" the sandbox. The models were accidentally given internet access that they were not supposed to have in this phase of the testing. Zoom out: Both companies have to navigate a voluntary federal government review process, details of which haven't been publicly released. Zoom in: Andrew Freedman, co-founder and CEO at AI safety nonprofit Fathom, said OpenAI is making a legitimate effort to avoid releasing misaligned models, arguing that without a pause, even more of its researchers would otherwise leave. The company has already seen significant departures. OpenAI's head of ethics, Chloé Bakalar, left after less than a year on the job. Head of safety systems Johannes Heidecke, chief futurist and former head of mission alignment Joshua Achiam and Sandhini Agarwal, who previously led AI safety teams at the company, have all recently departed the company. What they're saying: Former OpenAI board member Helen Toner argued that the company's pause is a positive sign and could be a guide for how to handle safety concerns going forward. Toner argued on X that "pacing the frontier" isn't about a fixed delay, but about labs giving themselves "enough time" to meet reasonable safety bars either by choice or because they have to. Even if the pause is a positive sign, there's no assurance that OpenAI or Anthropic will give themselves enough time before moving forward with development and release of models. "How long and how robust these efforts will be a question of both market pressures and how hard it is to verify alignment internally," Freedman told Axios.

In the memo, obtained by Axios, the National Republican Senatorial Committee says Democrats have made data centers a "centerpiece" of their campaign to defeat Sen. Jon Husted (R-Ohio) — and that it's working. "If he loses and data centers get the blame, politicians across the country will take notice — and they will not go near the next one," the memo says. "This has become a sleeper issue for the entire election cycle." Why it matters: Republicans want the AI companies to do whatever it takes to stem the public backlash. The big picture: AI CEOs and top Republicans share in the rising panic. They tell us internal polls show data centers are as popular as spent nuclear waste, and more broadly have become a proxy for feelings about AI. Tech giants are scrambling to pull together media campaigns to try to shift opinion before it hardens locally and nationally. But Democrats aren't dummies. They see the same polls and are moving fast. Even politicians who previously embraced data centers, including Pennsylvania Gov. Josh Shapiro (D), are racing to crack down on them this election year. On Tuesday, Shapiro, ahead of a possible 2028 presidential run, signed an executive order imposing "strict guardrails" for data-center development. There are now more than 4,000 data centers online across the U.S., with another 3,000-plus centers proposed or in progress. They're designed to power the AI that's transforming the American economy, but have drawn protests from communities nationwide because they require massive amounts of electricity, can drive up utility bills, use huge amounts of water, involve enormous warehouse-like structures and provide few jobs. When public friction arises over the resource footprint of datacentres, environmental discussions often default to polarised debates around power and water draw. But how do we reframe this conversation around modern engineering standards? Public concern over local water security is genuine, particularly in water-stressed catchments across the East and South East of England. However, framing the issue around legacy evaporative cooling towers ignores the trajectory of modern hardware. The extreme power density of next-generation silicon makes traditional air and evaporative cooling physically impractical. High-density processing forces a transition toward closed-loop Direct-to-Chip or immersion liquid cooling. These closed-loop systems continuously recirculate sealed thermal fluids with near-zero operational water loss. Rather than stalling development over outdated assumptions, shouldn't planning frameworks simply mandate closed-loop liquid cooling as a baseline condition for high-density consents? Setting clear technical standards protects local water basins while providing operators with the thermal performance modern workloads demand. How do we strike the carbon balance in a circular compute economy? From an IT sustainability perspective, how do we address the full lifecycle impact of our digital ambitions? Discussions around green technology often focus exclusively on operational electricity. Yet the manufacturing, shipping, and construction of specialised silicon and infrastructure – its embodied carbon – can account for up to half a facility's total lifetime environmental impact. The widespread industry habit of replacing functional servers every three years to chase incremental performance gains creates a massive, unnecessary carbon debt. However, circular economy policy must navigate a delicate trade-off between Scope 3 manufacturing debt and Scope 2 operational power efficiency. Keeping an eight-year-old server running amortises its manufacturing carbon footprint. But older chips consume significantly more electricity per instruction than modern, low-nanometre architectures. If legacy hardware runs continuously on a grid that is still decarbonising, its operational emissions will eventually eclipse those manufacturing savings. How do we resolve this tension? The answer lies in workload-matched hardware placement. Compute-intensive AI model training should run on brand-new, liquid-cooled silicon where operational efficiency per token is paramount. Meanwhile, legacy enterprise applications and intermittent workloads can be cascaded onto refurbished, secondary hardware. Incentivising this blended stack model allows operators to extend average server lifespans to six or eight years, and amortises embodied carbon without wasting grid energy on heavy workloads. Is waste heat an environmental byproduct or a public asset? Finally, why does a nation striving for net-zero continue to vent gigawatts of thermal energy into the atmosphere? Every megawatt of power drawn by a server cluster is ultimately converted into low-grade heat. Under the UK's heat network zoning framework, planning policy should treat this thermal energy as a valuable community resource rather than a waste product. Checks and balances are essential here as well. Mandating heat export on every facility regardless of location risks stranding capital if no local heat sink exists. But where a datacentre sits near housing developments, hospitals, or industrial clusters, integrating waste-heat recovery into local district heating networks should be a standard requirement for planning approval. The UK does not need a speculative gold rush of paper projects, nor does it benefit from policy shaped by outdated environmental fears. Planning rationally requires a balanced, forward-looking strategy that integrates compute into our broader energy, spatial, and circular economy goals. By combining grid discipline, closed-loop resource mandates, workload-matched hardware lifecycles, and community heat integration, Britain can build a digital infrastructure that is both economically ambitious and ecologically defensible.
