Anthropic may have topped OpenAI as the world’s most valuable AI startup a few months ago, but when it comes to power users, Sam Altman’s company still has the edge. ChatGPT accounted for 88% of all known spending on AI tools by the U.S. House of Representatives between April 1, 2025 and March 31 of this year, according to a study of House disbursement records by CNBC. The analysis only looks at paid usage, so free accounts are not factored into the equation, nor is any AI usage that’s bundled with larger software contracts. But of the $113,740 spent in named vendors during that period, $100,580 went to ChatGPT. Spending by Democrats was three times that of Republicans, the records show. Spending on Anthropic’s Claude was a distant second, accounting for $13,160 across just 37 transactions. The heavy usage by Congressional members and their staff could give OpenAI an edge over its rivals as the debate over AI regulation continues and the government awards contracts to AI giants for a variety of departments. The totals gathered by CNBC are almost certainly far short of the actual spending by Congress on AI. The data did not include Senate usage (though it’s worth noting the Senate does not allow Claude for official use) and some House offices have individuals sign up for a subscription to an AI service, then reimburse that staffer, which would not be line-itemed in the disbursement records. Big spending In some cases, the use of OpenAI could be habitual. ChatGPT was the first major AI chatbot on the market and was the first form of the technology that many members of the House experimented with in 2023, when the legislative body formed an AI working group. OpenAI and Altman have also been significant donors to many Congressional races and have spent significantly on lobbying in recent years. In the second quarter of this year, OpenAI spent $1.2 million on lobbying , an increase of nearly 18% from the first quarter and a new record for the firm. It’s also nearly double what it spent in the second quarter last year. (Anthropic, meanwhile, spent $1.97 million from April through June.) Last year, OpenAI spent nearly $3 million in federal lobbying, and Altman has personally donated more than $126,000 to individual candidates and political parties since the launch of ChatGPT. The vast majority of those donations were to Democrats. Previous donations include six-figure contributions supporting Joe Biden’s 2020 presidential run and $250,000 to the Democratic super PAC American Bridge 21st Century in 2020. Altman did, however, also personally donate $1 million to Donald Trump’s inauguration fund in 2024. (He’s said he doesn’t plan to make any political donations in the 2026 midterm elections. “I would love to see money out of politics in general,” he said last month.) Meanwhile, OpenAI cofounder and president Greg Brockman, along with his wife Anna, have committed $50 million to the pro-AI super PAC Leading the Future super PAC, which says it plans to support AI-friendly candidates from both parties during the midterm elections. (Other donors to Leading the Future include private equity giant Andreessen Horowitz and Palantir cofounder Joe Lonsdale.) The Brockmans also gave $25 million to Trump’s MAGA Inc. super PAC in September of 2025. The heavy House usage of ChatGPT and the political spending of AI companies is increasingly important as momentum grows for government regulation of the industry. Leaders of the top AI companies, including Altman, are expected to gather at the White House Tuesday to discuss a new framework that would allow the government to review frontier AI models before they launch. This comes after models from OpenAI and Anthropic both went rogue and hacked into other companies recently.

Autonomous vehicle technology firm Oxa has entered a partnership with the Dubai Future Foundation (DFF) to launch the Shifft joint venture aiming to establish a global hub for autonomous logistics. DFF has the stated objective of providing a platform to “reimagine, inspire and design” Dubai’s future in collaboration with public and private sector partners as part of a basic aim to make Dubai one of the world’s foremost future cities. In July 2026, DFF released the fifth edition of its annual flagship foresight report, Future opportunities: The global 50 , analysing progress across 50 future opportunities identified in previous editions, and providing governments, organisations and individuals with a strategic framework to better understand their role in turning future possibilities into reality. Among these was “reinventing mobility”, where it proposed that the future of mobility could be reshaped by breakthrough technologies in wheels and vehicle systems. DFF highlighted innovations ranging from magnetic levitation and drone-inspired technologies to advanced alternatives to rubber tyres that could reduce energy consumption and emissions. The ultimate focus of the joint venture of DFF and Oxa will be on putting autonomous vehicles to work in ports and airports. With a commitment to rapid commercialisation, Shifft is targeting to introduce its first scalable commercial deployment in Dubai before the end of 2027. In practice, Shifft will incorporate self-driving technology into a fully integrated autonomous logistics and worksite intelligence product, enabling end-to-end operational deployment. It is attributed with being able to unlock productivity, efficiency and safety gains for customers – increasing operational resilience and output. The autonomous systems deployed by Shifft will utilise Oxa’s configurable self-driving software platform, Oxa Driver , paired with Oxa’s cloud-based fleet management software, Oxa Hub. Oxa’s autonomy hardware systems – designed to integrate with existing vehicle fleets – will also be used. The partners calculate that Shifft will directly contribute to Dubai’s goal to double foreign trade volume by 2033. It will also form an integral part of Dubai’s research, development and innovation (RDI) programme, launched in November 2024 by DFF, which aims to boost the knowledge-based economy, create high-tech jobs and establish Dubai as a regional R&D hub. “To achieve Dubai’s ambition of doubling foreign trade by 2033, we must continue to develop and deploy solutions that strengthen the speed, efficiency and resilience of our logistics sector,” said Khalifa Al Qama, chief of Dubai’s RDI ecosystem, overseen by Dubai Future Foundation. “Shifft reflects the purpose of the Dubai RDI Programme – bringing together global expertise and local capabilities to develop commercially viable solutions with real-world impact. When it opened up a consultation on its AI Growth Lab proposal , the government said AI could support complex elements of the planning process such as environmental impact assessments, where machine learning and large language models could reduce the burden of assessment and help decision-makers and communities make best use of the documents that need to be analysed. Legal firms taking part in the Legal Services AI Growth Lab will be able to work directly with regulators to understand how existing rules apply to AI, identify barriers slowing adoption and get practical support on using the technology responsibly. The UK’s AI minister, Kanishka Narayan , said: “The legal services sector employs over 317,000 people up and down the country, and it’s a fundamental part of how we do business and access justice. Society and the economy simply don’t work without it. “In many ways, this sector is the exemplar case for just how impactful AI is set to be. Smart, responsible use of this technology could make legal services radically more accessible and free up legal professionals to focus on the complex, high-value work where human judgement is irreplaceable. But to make that happen, it’s critical that we get the regulation right, and this first AI Growth Lab will guide us all as we start that important journey.” The lab brings together the Council for Licensed Conveyancers, the Solicitors Regulation Authority, the Information Commissioner’s Office and the Legal Services Board, with a view to identifying regulatory barriers to the roll-out of AI in legal services. AI has the potential to make legal services faster, more affordable and easier to access, such as streamlining solicitors’ work, which, if the savings are passed on, means small businesses will face lower legal fees when they need to recover unpaid debts through the courts. Another example of AI efficiency gains is in the property buying and selling process, where AI systems could be used to analyse documents and free up conveyancers to focus on more complex tasks. Commenting on the scope for using AI in legal services, justice minister Sarah Sackman KC said: “The legal sector is one of the UK’s greatest economic strengths, generating more than £40bn in recent years.
